Making appropriations for the Department of Housing and Urban Development; for space, science, veterans, and certain other independent executive agencies, boards, commissions, and corporations for the fiscal year ending June 30, 1974, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Department of Housing and Urban Development; for space, science, veterans, and certain other independent executive agencies, boards, commissions, and corporations for the fiscal year ending June 30, 1974, and for other purposes, namely:

TITLE I
DEPARTMENT OF HOUSING AND UEBAN DEVELOPMENT HOUSING PRODUCTION AND MORTGAGE CREDIT SALARIES AND EXPENSES, HOUSING PRODUCTION AND MORTGAGE CREDIT PROGRAMS
For necessary administrative expenses of housing production and mortgage credit, not otherwise provided for, $5,120,000. GOVERNMENT NATIONAL MORTGAGE ASSOCIATION PAYMENT O F PARTICIPATION SALES INSUFFICIENCIES
For the payment of such insufficiencies as may be required by the Government National Mortgage Association, as trustee, on account of outstanding beneficial interests or participations in assets of the Department of Housing and Urban Development (including the Government National Mortgage Association) authorized by the Independent Offices and Department of Housing and Urban Development Appropriation Act, 1968, to be issued pursuant to section 302(c) of the Federal National Mortgage Association Charter Act, as amended, $19,821,000. HOUSING PAYMENTS
For the payment of annual contributions to public housing agencies in accordance with section 10 of the United States Housing Act of 1937, as amended (42 U.S.C. 1410); for payments authorized by title Jl,l\%\l^ IV of the Housing Act of 1950, as amended (12 U.S*C. 1749 et seq.); 64 stkt. 7?;" for rent supplement payments authorized by section 101 of the Hous- s^ Stat. 1777. ing and Urban Development Act of 1965, as amended (12 U.S.C. 1701s); and for homeownership and interest reduction payments as ^9 Stat. 451; authorized by sections 235 and 236, of the National Housing Act, as ^'^ ^*^'" ^^^^' amended (12 U.S.C. I715z, 1715z-l), $2,020,000,000, of which, not less 82stat. 477,498; than $280,000,000 shall be used only for the payment of operating ^^ ^'^ subsidies to local housing authorities.
