" (2) Any person w h o, in any m a n n e r o r by any device, k n o w i n g l y and willfully solicits, accepts, o r receives a r e f u n d o r r e m i t t a n c e of any p o r t i o n of the rates, fares, o r c h a r g e s lawfully in effect for the a i r transportation of property, o r for any service i n connection the r e w i t h, o r k n o w i n g l y solicits, accepts, o r receives any privilege, favor, or facility, w i t h respect to m a t t e r s r e q u i r e d by the B o a r d to be specified in c u r r e n t l y effective tariffs applicable to the a i r transportation of property, s h a l l be fined not less than $100, n o r more than $5,000, for each offense.". Resolved by the Senate and House of Representatives of the United States of AmeHca in Congress assembled, That the following sums a r e appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending June 30, 1975, namely:

For an additional amount for "Program administration", $500,000, together with $500,000 to be expended from the Employment Security Administration Account in the Unemployment Trust F u n d: Provided, That this appropriation shall become available only upon enactment into law of H.R. 16596 or similar legislation by the Ninety-third Congress. TEMPORARY EMPLOYMENT ASSISTANCE

For financial assistance as authorized by title I of the Emergency Jobs and Unemployment Assistance Act of 1974, $1,000,000,000 to remain available until December 31, 1975: Provided, That this appropriation shall become available only upon enactment into law of H.R. 16596 or similar legislation by the Ninety-third Congress.
