PUBLIC LAW 94-116—OCT. 17, 1975 which the limitation applies: Provided further, That receipts for scientific support services and materials furnished by the National Research Centers may be credited to this appropriation: Provided further, That if an institution of higher education receiving funds hereunder determines after affording notice and opportunity for hearing to an individual attending, or employed by, such institution, that such individual has, after the date of enactment of this Act, willfully refused to obey a lawful regulation or order of such institution and that such refusal was of a serious nature and contributed to the disruption of the administration of such institution, then the institution shall deny any further payment to, or for the benefit of, such individual. For "Salaries and expenses" for the period July 1, 1976, through September 30, 1976, $167,134,000, to remain available until September 30, 1977: Provided, That the provisions of that paragraph next preceding this paragraph shall be applicable in the same manner and to the same extent as if such period were a fiscal year.

S C I E N T i r i C ACTIVITIES (SPECIAL FOREIGN CURRENCY PROGRAM)

For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States, for scientific activities, as authorized by law, $4,000,000, to remain available until September 30, 1977: Provided, That this appropriation shall be available in addition to other appropriations to the National Science Foundation, for payments in the foregoing currencies. For "Scientific activities (special foreign currency program)" for the period July 1, 1976, through September 30, 1976, $500,000, to remain available until September 30, 1977. SELECTIVE SERVICE SYSTEM SALARIES AND EXPENSES

For expenses necessary for the Selective Service System, including expenses of attendance at meetings and of training for uniformed personnel assigned to the Selective Service System, as authorized by law (5 U.S.C. 4101-4118) for civilian employees; and not to exceed $1,000 for official reception and representation expenses; $37,500,000: Provided, That during the current fiscal year, the President may exempt this appropriation from the provisions of subsection (c) of section 3679 of the Revised Statutes, as amended, whenever he deems such 31 USC 665. action to be necessary in the interest of national defense: Provided further. That none of the funds appropriated by this Act may be expended for or in connection with the induction of any person into the Armed Forces of the United States. For "Salaries and expenses" for the period July 1, 1976, through September 30, 1976, $8,300,000, of which not to exceed $250 is available for official reception and representation expenses. VETERANS ADMINISTRATION COMPENSATION AND PENSIONS

For the payment of compensation, pensions, gratuities, and allowances, including burial awards, plot allowances, burial flags, headstones and grave markers, emergency and other officers' retirement pay,
