For expenses, mileage, and per diems of witnesses and for per diems in lieu of subsistence, as authorized by law, for payment of compensation and expenses of Commissioners appointed in condemnation cases under Eule 71A (h) of the Federal Rules of Civil Procedure, and not to exceed $1,750,000 for such compensation and expenses of expert witnesses pursuant to section 524 of title 28, United States Code, and sections 4244-48 of title 18, United States Code, including advances; $16,480,000: Provided, That no part of the sum herein appropriated shall be used to pay any witness more than one attendance fee for any one calendar day: Provided further, That no part of the sum herein appropriated shall be used for the payment of the compensation of land commissioners at a daily rate in excess of the equivalent daily rate of compensation paid a grade 18 on the General Schedule.
