PUBLIC LAW 94-134—NOV. 24, 1975 AVIATION WAR R I S K INSURANCE REVOLVING FUND

The Secretar;^ of Transportation is hereby authorized to make such expenditures, within the limits of funds available pursuant to section 1306 of the Act of August 23, 1958 (49 U.S.C. 1536), and in accordance with section 104 of the Government Corporation Control Act, as amended (31 U.S.C. 849), as may be necessary in carrying out the programs set forth in the budget for the current fiscal year and the period July 1, 1976, through September 30, 1976, for aviation war risk insurance activities under said Act. FEDERAL H I G H W A Y ADMINISTRATION LIMITATION ON GENERAL OPERATING EXPENSES

Necessary expenses for administration, operation, and research of the Federal Highway Administration not to exceed $142,480,000 shall be paid, in accordance with law, from appropriations made available by this Act to the Federal Highway Administration together with advances and reimbursements received by the Federal Highway Administration: Provided, That not to exceed $32,000,000 of the amount provided herein shall remain available until expended. For "Limitation on general operating expenses" for the period July 1, 1976, through September 30, 1976, $33,666,000: Provided.ThBi not to exceed $6,930,000 of the amount provided herein shall remain available until expended. For necessary expenses to carry out motor carrier safety functions of the Secretary, as authorized by the Department of Transportation Act (80 Stat. 939-40), $6,500,000: Provided, That not to exceed $400,000 of the amount appropriated herein shall remain available until expended and not to exceed $878,000, shall be available for "Limitation on general operating expenses." For "Motor carrier safety" for the period July 1, 1976, through September 30, 1976, $1,625,000: Provided, That not to exceed $100,000 qi the amount appropriated herein shall remain available until expended and not to exceed $225,000 shall be available for "Limitation on general operating expenses." HIGHWAY SAFETY RESEARCH AND DEVELOPMENT

For necessary expenses in carrying out provisions of title 23, United States Code, including section 206(b) of the "Highway Safety Act of 23 USC 151 note. 1973," to be derived from the Highway Trust Fund, $9,000,000, to remain available until expended. For payment of obligations incurred in carrying out the provisions of title 23, United States Code, sections 131, 136, and 319(b), $30,000,000, to remain available until expended, together with $1,000,000 for necessary administrative expenses for carrying out such provisions of title 23, United States Code, as authorized by section 104(a) of the Federal-Aid Highway Act of 1973.
