PUBLIC LAW 94-134-NOV. 24, 1975 RESEARCH, DEVELOPMENT, AND DEMONSTRATIONS AND UNIVERSITY RESEARCH AND TRAINING

For an additional amount for the urban mass transportation program, as authorized by the Urban Mass Transportation Act of 1964, as amended (49 U.S.C. 1601 et seq.), to remain available until expended; $54:,000,000: Provided, That $43,900,000 shall be available for research, development, and demonstrations, $2,000,000 shall be available for university research and training, not to exceed $600,000 shall be available for managerial training as authorized under the authority of the said Act, and not to exceed $7,500,000 shall be available for transit related Bicentennial projects in the Washington, D.C. metropolitan area. For "Research, development and demonstrations and university research and training" for the period July 1, 1976, to September 30, 1976; to remain available until expended; $11,500,000: Provided, That $10,850,000 shall be available for research, development, and demonstrations, $500,000 shall be available for univeisity research and training, and $150,000 shall be available for managerial training. For payment to the urban mass transportation fund, for liquidation of contractual obligations incurred under authority of the Urban Mass Transportation Act of 1964 (49 U.S.C. 1601 et seq., as amended by Publie Law 91-453 and Public Law 93-503) and sections 103(e)(4) and 142(c) of title 23, United States Code; $890,300,000, to remain available until expended. For "Liquidation of contract authorization" for the period July 1, 1976, to September 30, 1976, $275,000,000, to remain available until expended. SAINT LAWRENCE SEAWAY DEVELOPMENT CORPORATION

The Saint Lawrence Seaway Development Corporation is hereby authorized to make such expenditures, within the limits of funds and borrowing authority available to such Corporation, and in accord with law, and to make such contracts and commitments without regard to fiscal year limitations as provided by section 104 of the Government Corporation Control Act, as amended, as may be necessary in carrying out the programs set forth in the budget for the current fiscal year for such Corporation except as hereinafter provided. LIMITATION ON ADMINISTRATIVE EXPENSES, SAINT LAWRENCE SEAWAY DFVEI^PMENT CORPORATION

Not to exceed $923,000 shall be available for administrative expenses which shall be computed on an accrual basis, including not to exceed $3,000 for official entertainment expenses to be expended upon the approval or authority of the Secretary of Transportation: Provided, That Corporation funds shall be available for the hire of passenger motor vehicles and aircraft, operation and maintenance of aircraft, uniforms or allowances therefor for operation and maintenance personnel, as authorized by law (5 U.S.C. 5901-5902), and $15,000 for services as authorized by 5 U.S.C. 3109.
