bursements to applicable funds of the Commission and the Federal Bureau of Investigation for expenses incurred under Executive O r d e r 10422 of January 9, 1953, as amended; $102,328,000 together with not 22 USC 287 note, to exceed $24,365,000 for current fiscal year administrative expenses for the retirement and insurance programs to be transferred from the appropriate trust funds of the Commission in amounts determined by the Commission without regard to other statutes: Provided, That the provisions of this appropriation shall not affect the authority to use applicable t r u s t funds for administrative expenses of effecting statutory annuity adjustments. For payment of Government contributions with respect to retired employees, as authorized by chapter 89 of title 6, United States Code, 5 USC 8901 and the Retired Federal Employees Health Benefits Act (74 Stat, e^^^y. 849), as amended, $451,844,000. FUND

For financing the unfunded liability of new and increased annuity benefits becoming effective on or after October 20, 1969, as authorized by 5 U.S.C. 8348, and annuities under special acts, to be credited to the Civil Service retirement and disability funds, $2,874,955,000: Provided, That annuities authorized by the Act of May 29, 1944, as 33 USC 776. amended (2 C.Z.C. 181) and the Act of August 19, 1950, as amended 33 USC 776. (33 U.S.C. 771-775) may hereafter be paid out of the Civil Service retirement and disability fund. FEDERAL LABOR RELATIONS COUNCIL SALARIES AND EXPENSES

For expenses necessary to carry out functions of the Civil Service Commission under Executive Order No. 11491 of October 29, 1969, as amended, $1,565,000: Provided, That public members of the Federal 5 USC 7301 note. Service Impasses Panel may be paid travel expenses per diem in lieu of subsistence, as authorized by law (5 U.S.C. 5703) for persons employed i intermittently in the Government Service, and compensation as authorized by 5 U.S.C. 3109. INTERGOVERNMENTAL PERSONNEL ASSISTANCE
