The Secretary of the Army, acting through the Chief of Study and report. The study shall include a review of the existing system and its Review. capability for meeting the national needs including emergency and defense requirements and an appraisal of additional improvements necessary to optimize the system and its intermodal characteristics. SEC. 159.
