PUBLIC LAW 95-128—OCT. 12, 1977 (1) by striking out subsection (a) and inserting in lieu thereof the following: " (a) This title may be cited as the 'National Urban Policy and New Community Development Act of 1970'."; (2) by striking out " g r o w t h " the first time it appears in subsection (b); (3) by inserting "energy and " before "our n a t u r a l resources" in subsection (b); (4) by inserting "and their residents" before "of adequate tax base," in subsection (b); and (5) by inserting "good housing in" before "well-balanced neighborhoods" in subsection (b). (b) Section 702 of such Act is amended— (1) by striking out subsection (a) and inserting in lieu thereof the following: " (a) The Congress finds that rapid changes in patterns of urban settlement, including change in population distribution and economic bases of urban areas, have created an imbalance between the Nation's needs and resources and seriously threaten our physical and social environment, and the financial viability of our cities, and that the economic and social development of the Nation, the proper conservation of our energy and other natural resources, and the achievement of satisfactory living standards depend upon the sound, orderly, and more balanced development of all areas of the Nation."; (2) by inserting "and redevelopment" before "which adversely affect" in subsection (b), by striking out "our" in subsection (b) and inserting in lieu thereof "energy and other", and by striking out " g r o w t h " the last time it appears in subsection (b); (3) by inserting "energy and other" before " n a t u r a l resources," in the first sentence of subsection (c), by striking out " g r o w t h " in the first sentence of subsection (c), by striking out " g r o w t h " the first time it appears in the second sentence of subsection (c) and inserting in lieu thereof "development and redevelopment", and by striking out "growth and stabilization" in the second sentence of subsection (c) and inserting in lieu thereof " urban "; (4) by striking out " g r o w t h " the first time it appears in subsection (d); (5) by striking out "help reverse trends of migration and physical growth which reinforce" in paragraph (3) of subsection (d) and inserting in lieu thereof "encourage patterns of development and redevelopment which minimize"; and (6) by striking out "growth and stabilization," in paragraph (8) of subsection (d) and inserting in lieu thereof "development and redevelopment, encourage", by inserting "energy and other" before " n a t u r a l resources" in such paragraph (8), and by striking out "the protection" in such paragraph (8) and inserting in lieu thereof "protect". (c) Section 703 of such Act is amended— (1) by striking out the section heading and the material preceding paragraph (1) of subsection (a) and inserting in lieu thereof the following:
