EFFECTIVE DATE
SEC. 15. (a) Except as provided in sections 3,14, and subsection (b) of this section, the amendments made by this Act shall take ett'ect January 1, 1978. (b) The amendments made by sections 8, 9,11,12, and 13 shall take effect on the date of the enactment of this Act. (c) On and after the date of the enactment of this Act, the Secretary of Labor shall take such administrative action as may be necessary for the implementation of the amendments made by this Act, Approved November 1, 1977.
