For construction and acquisition of buildings and other facilities required in the conservation, management, investigation, protection and utilization of national forest resources, point discharge monitoring and evaluation, and non-point discharge surveillance monitoring and evaluation, and the acquisition of lands and interests therein necessary to these objectives, $40,630,000, to remain available until expended: Provided, That not more than $3,213,000 of this appropriation may be used for acquisition of land under the Act of March 1, 1911, as amended (16 U.S.C. 513-519): Provided further, That not more than $390,000 of this appropriation may be used for planning in accordance with the Act of July 12, 1976 (16 U.S.C. 1132 note). For expenses necessary for carrying out the provisions of 16 U.S.C. 528-538 and 551, relating to the construction and maintenance of forest development roads and trails, $175,833,000, to remain available until expended, and $78,781,000 for liquidation of obligations incurred pursuant to authority contained in 23 U.S.C. 203, to remain available until expended: Provided, That funds available under the Act of March 4, 1913 (16 U.S.C. 501) shall be merged with and made a part of this appropriation.
