TITLE II—REPAYMENT OF STATE LOANS SEC. 201. REPAYMENT OF STATE LOANS. (a) GENERAL RULE. — The last sentence of section 3302(c)(2) of the I n t e r n a l Revenue Code of 1954 (relating to reduction in credits against 26 USC 3302. unemployment tax) is amended by striking out " January 1, 1978" each place i t appears and inserting in lieu thereof " January 1, 1980". (b) STATE REQUIREMENTS.—The amendment made by subsection (a) 26 USC 3302 shall not apply in the case of any State unless the Secretary of Labor "ote. finds that such State meets the requirements of section 110(b) of the Emergency Compensation and Special Unemployment Assistance Extension Act of 1975. 26 USC 3302 note.

TITLE III—OTHER UNEMPLOYMENT COMPENSATION AMENDMENTS SEC. 301. DELAY IN EFFECTIVE DATES WHERE STATE LEGISLATURE DOES NOT MEET IN 1977. (a) COVERAGE o r CERTAIN SERVICE PERFORMED FOR NONPROFIT ORGANIZATIONS AND FOR STATE AND LOCAL GOVERNMENTS.—Subsection (d)

of section 115 of the Unemployment Compensation Amendments of 1976 is amended to read as follows: 26 USC 3304 " (d) EFFECTIVE D A T E. —

" (1) Except as provided in paragraph (2), the amendments made by this section shall apply with respect to certifications of States for 1978 and subsequent years; except that— " (A) the amendments made by subsections (a) and (b) shall only apply with respect to services performed after Decembei- 31, 1977; and " (B) the amendments made by subsection (c) shall only apply with respect to weeks of unemployment which begin ' after December 31, 1977. " (2) I n the case of any State the legislature of which does not meet in a regular session which closes during the calendar year 1977, the amendments made by subsection (c) shall only apply with respect to weeks of unemployment which begin after December 31, 1978 (or if earlier, the date provided by State law). "

(b) PREGNANCY DISQUALIFICATIONS.—Subsection (c) of section 312

of the Unemployment Compensation Amendments of 1976 is amended to read as follows: "(c)
