PUBLIC LAW 9 5 - 1 1 3 — S E P T. 29, 1977 Trade Development and Assistance Act of 1954, as amended (Public Law 480). Toward this objective, the Secretary of Agriculture shall appoint a special task force to review and report upon the administration of the Act. (b) Such review shall include, but not be limited to, organizational arrangements for the administration of Public Law 480, or parts thereof, title I allocation criteria and procedures, quality control, including handling and storage through the first stage of distribution in the recipient country, and regulation of businesses and organizations to which services are contracted under Public Law 480. (c) Not later than eighteen months following enactment of this Act, the Secretary of Agriculture shall transmit to Congress the report of such task force, along with administrative actions the Secretary has taken or intends to take as a result of such report, and recommendations, if any, for legislative changes. SEC. 1301. Effective October 1, 1977, the Food S t a m p Act of 1964, as amended, is amended to read as follows: SHORT TITLE

"SECTION 1. This Act may be cited as the 'Food S t a m p Act of 1977'. "DECLARATION OF POLICY

" SEC. 2. I t is hereby declared to be the policy of Congress, in order to promote the general welfare, to safeguard the health and well-being of the Nation's population by raising levels of nutrition among lowincome households. Congress hereby finds that the limited food purchasing power of low-income households contributes to hunger and malnutrition among members of such households. Congress further finds that increased utilization of food in establishing and, maintaining adequate national levels of nutrition will promote the distribution in a beneficial manner of the Nation's agricultural abundance and will strengthen the Nation's agricultural economy, as well as result in more orderly marketing and distribution of foods. To alleviate such hunger and malnutrition, a food stamp program is herein authorized which will permit low-income households to obtain a more nutritious diet through normal channels of trade by increasing food purchasing power for all eligible households who apply for participation. " SEC. 3. As used in this Act, the term: " (a) 'Allotment' means the total value of coupons a household is authorized to receive during each month, " (b) 'Authorization card' means the document issued by the State agency to an eligible household which shows the allotment the household is entitled to be issued. " (c) 'Certification period' means the period for which households shall be eligible to receive authorization cards.
