PUBLIC LAW 95-428—OCT. 7, 1978 February 15 of every even-numbered year thereafter, a report on the activities of, and the outlook for, the national sea grant program."; and (C) by amending the last sentence of subsection (b) to read as follows: "Such material shall be submitted to the Secretary not later than February 1 of the year in which the report concerned is to be submitted under subsection (a), and the Secretary shall cause it to be published as a separate section in such report."; and (5) by amending the first sentence in section 212 to read as follows: "There are authorized to be appropriated for purposes of carrying out the provisions of this title (other than section 206) not to exceed the following amounts: "(1) $50,000,000 for each of fiscal years 1977 and 1978. "(2) $55,000,000 for each of fiscal years 1979 and 1980.". SEC. 4. Section 3 of the Sea Grant Program Improvement Act of 1976 (33 U.S.C. 1124a) is amended— (1) by striking out "National Sea Grant Program Act" each place it appears therein and inserting in lieu therof "National Sea Grant College Program Act"; (2) by amending subsection (a)(2) to read as follows: " (2) promote the exchange among the United States and foreign nations (including, but not limited to, developing foreign nations) of information and data with respect to the assessment, development, utilization, and conservation of such resources."; and (3) by amending the first sentence of subsection (c) to read as follows: "There are authorized to be appropriated for purposes of carrying out this section not to exceed the following amounts: " (1) $3,000,000 for each of fiscal years 1977, 1978, and 1979. " (2) $5,000,000 for fiscal year 1980.". Approved October 7, 1978.
