Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That tho following sum is appropriated, out of any money in the Treasury not otherwise appropriated, for the fiscal year ending September 30, 1978, tuimely:

For an additional amount for "Disaster relief", $300,000,000, to remain available until expended: Provided, That not to exceed 3 per centum of the foregoing amount shall be available for administrative expenses. Approved April 4, 1978.
