The proviso in the paragraph under this heading in the Legislative Branch Appropriation Act, 1978 (Public Law 95-94), is amended by 91 Stat. 676. striking out "$3,000,000" and inserting in lieu thereof "$3,500,000". CHAPTER VII DEPARTMENT OF ENERGY ENERGY

The period of July 1, 1976 through September 30, 1976 shall be treated as a fiscal year for the purposes of section 7 of the Flood Control Act of 1941, as amended (33 U.S.C. 701c-3).
