PUBLIC LAW 95-421—OCT. 5, 1978 (b) The provisions of section 7 of this Act shall take effect on January 1, 1979. (c) The amendments made by section 9 and section 16 of this Act shall take effect on October 1, 1978. Approved October 5, 1978.
