"TITLE VI—GRANTS FOR INDIAN T R I B E S u STATEMENT

OF PURPOSE

"SEC. 601. It is the purpose of this title to promote the delivery of 42 USC 3057. social services, including nutritional services, for Indians that are comparable to services provided under title III. Ante, p. 1517. ELIGIBILITY

"SEC. 602. (a) A tribal organization of an Indian tribe is eligible 42 USC 3057a. for assistance under this title only if— "(1) the tribal organization represents at least 75 individuals who have attained 60 years of age or older; "(2) the tribal organization demonstrates the ability to deliver social services, including nutritional services; and "(3) individuals to be served by the tribal organization will not receive for the year for which application under this title is made, services under title III. "(b) The terms 'Indian tribe' and 'tribal organization' for the purposes of this title are defined as in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 450b). u GRANTS AUTHORIZED

"SEC. 603. The Commissioner may make grants to eligible tribal 42 USC 3057b. organizations to pay all of the costs for delivery of social services and nutritional services for Indians who are aged 60 and older. ((APPLICATIONS "SEC. 604. (a) No grant may be made under this title unless the Approval criteria. eligible tribal organization submits an application to the Commis- 42 USC 3057c. sioner which meets such criteria as the Commissioner may by regulation prescribe. Each such application shall— "(1) provide that the eligible tribal organization will evaluate the need for social and nutritional services among older Indians to be represented by the tribal organization; "(2) provide for the use of such methods of administration as are necessary for the proper and efficient administration of the program to be assisted; " (3) provide that the tribal organization will make such reports in such form and containing such information, as the Commissioner may reasonably require, and comply with such requirements as the Commissioner may impose to assure the correctness of such reports; "(4) provide that a nonprofit private organization selected by the tribal organization will conduct periodic evaluation of activities and projects carried out under the application; "(5) establish objectives consistent with the purposes of this title toward which activities under the application will be directed, identify obstacles to the attainment of such objectives, and indicate the manner in which the tribal organization proposes to overcome such obstacles; "(6) provide for establishing and maintaining information and
