PUBLIC LAW 95-539—OCT. 28, 1978 SEC. 9. There are authorized to be appropriated to the judicial branch of Government such sums as may be necessary to carry out the amendments made by this Act. SEC. 10. (a) Except as provided in subsection (b), this Act shall take effect on the date of the enactment of this Act. (b) Section 2 of this Act shall take effect ninety days after the date of the enactment of this Act. SEC. 11. Any contracts entered into under this Act or any of the amendments made by this Act shall be limited to such extent or in such amounts as are provided in advance in appropriation Acts.
