To enable the Secretary of Transportation to make grants to the National Railroad Passenger Corporation, $873,400,000, to remain available until expended, of which not more than $630,400,000 shall be available for operating losses incurred by the Corporation, including payment of additional operating expenses of the Corporation, resulting from the operation, maintenance, and ownership or control of the Northeast Corridor pursuant to title VII of the Railroad Revitalization and Regulatory Reform Act of 1976, not more than $20,000,000 shall be available for the payment of capital and operating expenses resulting from services provided pursuant to section 4030)) of the Rail Passenger Service Act, as amended, not more than $211,000,000 shall be available for capital improvements, and for labor protection costs pursuant to 45 U.S.C. 565, of which not to exceed $12,000,000 shall be used for capital improvements in connection with the Indianapolis-Chicago service, and not more than $12,000,000 shall be available only for the fiscal year 1980 purchase payments for the Northeast Corridor: Provided, That none of the funds herein appropriated shall be used for lease or purchase of passenger motor vehicles or for the hire of vehicle operators for any officer or employee, other than the President of the National Railroad Passenger Corporation, excluding the lease of passenger motor vehicles for those officers or employees while in official travel status. ALASKA RAILROAD REVOLVING FUND

The Alaska Railroad Revolving Fund shall continue available until expended for the work authorized by law, including operation and maintenance of oceangoing or coastwise vessels by ownership, charter, or arrangement with other branches of the Government service, for the purpose of providing additional facilities for transportation of freight, passenger, or mail, when deemed necessary for the benefit and development of industries or travel in the area served and
