For an additional amount for Northeast Corridor Improvement Program, $35,000,000, for elimination of public grade crossings, as 92 Stat. 2689. authorized by the Surface Transportation Assistance Act, 1978, to 23 USC 101 note, remain available until expended: Provided, That the Secretary may waive the provisions of 23 U.S.C. 322 (c) and (d) if he determines such action would serve a public purpose. For an additional amount for Grants to the National Railroad Passenger Corporation, $119,000,000, to remain available until expended, of which not more than $90,000,000 shall be available for operating losses incurred by the Corporation, and not more than $29,000,000 shall be available for capital improvements. For an additional amount for payments to air carriers of so much of the compensation fixed and determined by the Civil Aeronautics Board under section 406 and section 419 of the Federal Aviation Act of 1958, as amended, as is payable by the Board, $4,000,000 to remain available until expended: Provided, That $68,900,000 appropriated for this purpose in the Department of Transportation and Related Agencies Appropriation Act, 1979, shall be made available for the purposes of section 419 of the Federal Aviation Act of 1958, as amended.
