GENERAL MODIFICATIONS OF THE TARIFF SCHEDULES OF THE UNITED STATES ••. - .
Notes: 1. A rate of duty specifically set forth in this Annex which does not reflect a trade agreement concession granted in Schedule XX (Geneva-1979) is enclosed in brackets. Such bracketed rates are included in this Annex in cases in which items in the Tariff Schedules of the United States are subdivided or redesignated as required or appropriate to carry out trade agreement concessions. Additional bracketed matter is included to assist in the understanding of proclaimed modifications. 2. In instances in this Annex in which one or more complete items, with or without preceding superior descriptions, supersede matter now in the Tariff Schedules of the United States, the items and superior descriptions are set forth in columnar form, and material in such columns is inserted in the columns designated, "Item", "Articles", "Rates of Duty 1", and "Rates of Duty 2", respectively, in the Tariff Schedules of the United States. Subject to the above notes and to the insertion, as indicated herein, of the appropriate rates of duty set forth in Annex III to this proclamation, the Tariff Schedules of the United States are modified as follows:

If such a determination is not made prior to January 1, 1980, these changes shall become effective as to articles entered, or withdrawn from warehouse, for consumption on and after the date designated by the President after such determination has been made.
