Making appropriations for the Departments of State, Justice, and Commerce, the Judiciary, and related agencies for the fiscal year ending September 30, 1980, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled. That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, for the Departments of State, Justice, and Commerce, the Judiciary, and related agencies for the fiscal year ending September 30, 1980, and for other purposes, namely: TITLE I—DEPARTMENT OF STATE ADMINISTRATION OF FOREIGN AFFAIRS SALARIES A N D EXPENSES
For necessary expenses of the Department of State and the Foreign Service, not otherwise provided for, including obligations of the United States abroad pursuant to treaties, international agreements, and binational contracts (including obligations assumed in Germany on or after June 5, 1945); expenses authorized by section 2 of the Act of August 1, 1956 (22 U.S.C. 2669), as amended; telecommunications; expenses necessary to provide maximum physical security in Government-owned and leased properties and vehicles abroad; acquisition by exchange or purchase of vehicles as authorized by law, except that right-hand drive and security vehicles may be purchased without regard to any price limitation otherwise established by law and except that chief of mission vehicles may be replaced at a cost not to exceed $6,500; $709,011,000. REPRESENTATION ALLOWANCES
For representation allowances as authorized by section 901 of the Foreign Service Act of 1946, as amended (22 U.S.C. 1131), $3,090,000. ACQUISITION, OPERATION, AND MAINTENANCE OF BUILDINGS ABROAD
For necessary expenses of carrying into effect the Foreign Service 22 USC 292-301. Buildings Act, 1926, as amended (22 U.S.C. 292-300), $64,000,000, to remain available until expended. ACQUISITION, OPERATION, AND MAINTENANCE OF BUILDINGS ABROAD (SPECIAL FOREIGN CURRENCY PROGRAM)
For payments in foreign currencies which the Treasury Department determines to be excess to the normal requirements of the United States for the purposes authorized by section 4 of the Foreign Service Buildings Act of 1926, as amended (22 U.S.C. 295), $18,150,000, to remain available until expended.
