PUBLIC LAW 96-259—JUNE 3, 1980 (c) The Secretary of the Treasury, in consultation with the Director ^f ^jjg United States International Development Cooperation Agency, shall report to the Congress not later than six months after the date of enactment of this Act and annually thereafter on the progress toward achieving the goals set forth in this title.
