"(j) Nothing in this section shall be construed so as to afTect the right of any State to regulate medicare supplemental policies which, under the provisions of this section, are considered to be issued in another State.". (b) The amendment made by this section shall become effective on the date of the enactment of this Act, except that the provisions of paragraph (4) of section 1882(d) of the Social Security Act (as added by this section) shall become effective on July 1, 1982.
