For payment to provide supplemental unemployment insurance, $5,000,000 under section 10; and for new career training assistance, $1,500,000, under section 12, of the Milwaukee Railroad Restructuring Act; together with $61,600,000 to become available for obligation on October 1, 1980, for payment of benefits under section 509 of the Regional Rail Reorganization Act of 1973 as amended: Provided, That notwithstanding any other provision of law none of the funds appropriated in this or any previous Act may be made available to Conrail or any of it subsidiaries for any employee protection payments, other than those specified in title VI of H.R. 7235 as reported by the Subcommittee on Transportation and Commerce of the Interstate and Foreign Commerce Committee, which are identical or similar to those previously authorized by title V of the Regional Rail Reorganization Act of 1973 to be paid by Conrail to current Conrail employees and Conrail shall not be liable to make any such employee protection payments other than those specified in title VI of H.R. 7235 as reported by the Subcommittee on Transportation and Commerce of the Interstate and Foreign Commerce Committee: Provided further. That this limitation shall not apply to those payments made to employees in accordance with the terms of title VI of H.R. 7235 as reported by the Subcommittee on Transportation and Commerce of the Interstate and Foreign Commerce Committee: Provided further, That the effective date of this limitation is the first day of the month following enactment of this bill. GRANTS TO THE NATIONAL RAILROAD PASSENGER CORPORATION

Provided, That notwithstanding any other provision of law the funds appropriated to the National Railroad Passenger Corporation for Capital Improvements shall become available only as they are required to make payments to vendors for capital equipment deliveries and services delivered during the balance of fiscal year 1980. Of the funds authorized to be expended under this head by the Department of Transportation and Related Agencies Appropriation Act, 1980, $60,000,000 are rescinded: Provided, That of the funds appropriated under section 505 of the Railroad Revitalization and Regulatory Reform Act of 1976, an additional $15,000,000 may be used for transaction assistance in accordance with section 505(h)(l) (A) and (B), as amended by the Rock Island Railroad Transition and Employee Assistance Act, except that the dollar limitations contained in those subsections shall not apply to the $15,000,000: Provided further. That the $15,000,000 shall be available only upon the enactment of authorizing legislation and shall not be expended prior to October 1, 1980.
