PUBLIC LAW 97-258—SEPT. 13, 1982 (1) prohibiting the determination and collection of charges and the disposition of those charges; and (2) prescribing bases for determining charges, but a charge may be redetermined under this section consistent with the prescribed bases.

§ 9702. Investment of trust funds Except as required by a treaty of the United States, amounts held in trust by the United States Government (including aimual interest earned on the amounts)— (1) shall be invested in Government obligations; and (2) shall earn interest at an annual rate of at least 5 percent. CONFORMING PROVISIONS

SEC. 2. (a) Section 5316 of title 5, United States Code, is amended by adding at the end the following: "Additional officers. Office of Management and Budget (6).". (b) Title 10, United States Code, is amended as follows: (1)(A) In sections 1479(2), 2206, 4592, and 9592, strike out "officer" and substitute "official". (B) In section 2309(b), strike out "disbursing officer" and substitute "disbursing official". (2)(A) Add immediately below item 1041 in the analysis of chapter 53 the following new item: "1042. C!opy of certificate of service.".

(B) Add at the end of chapter 53 the following new section: 10 USC 1042.

"§ 1042. Copy of certificate of service "A fee for a copy of a certificate showing service in the armed forces may not be charged to— "(1) a person discharged or released from the armed forces honorably or under honorable conditions; "(2) the next of kin of the person; or "(3) a legal representative of the person.". (3)(A) Add immediately below item 2360 in the analysis of chapter 139 the following new item: "2361. Availability of appropriations.".

(B) Add at the end of chapter 139 the following new section: 10 USC 2361.

"§ 2361. Availability of appropriations "Funds appropriated to the Department of Defense for research and development remain available for obligation for a period of two consecutive years.". (4)(A) Add immediately below item 2393 in the analysis of chapter 141 the following new items: "2394. Availability of appropriations for military equipment and supplies and construction of military public works. "2395. Advances for payments for compliance with foreign laws, rent in foreign countries, tuition, and pay and supplies of armed forces of friendly foreign countries.".

(B) Add at the end of chapter 141 the following new sections:
