or for a felony cognizable under the laws of the United States, if he has reasonable grounds to believe that the person to be arrested has committed or is committing a felony. The arrest authority described in the preceding sentence may be conferred upon an officer or employee of a State agency, subject to such conditions and restrictions as are set forth by agreement between the State agency, the Secretary, and, with respect to enforcement operations withm the fishery conservation zone, the Secretary of the department in which the Coast Guard is operating.". SEC. 14. AUTHORIZATION OF APPROPRIATIONS.

(a) Section 406 (16 U.S.C. 1882) is amended by adding at the end thereof the following new paragraphs: "(9) $59,000,000 for the fiscal year ending September 30, 1983. bm "(10) $64,000,000 for the fiscal year ending September 30, 1984. "(11) $69,000,000 for the fiscal year ending September 30, 1985.". (b)(1) Subsection (c) of the first section of the Anadromous Fish Conservation Act (16 U.S.C. 757a(c)) is amended— (A) by inserting "(1)" immediately before "Whenever"; and (B) by adding at the end thereof the following new paragraph: "(2) In the case of any State that has implemented an interstate fisheries management plan for anadromous fishery resources, the Federal share of any grant made under this section to carry out activities required by such plan shall be 90 percent.". (2) Section 4(a) of the Anadromous Fish Conservation Act (16 U.S.C. 757d(a)) is amended by adding after paragraph (3) the following new paragraph: "(4) $7,500,000 for each of fiscal years 1983, 1984, and 1985.". (3) The first sentence of section 7(d) of the Anadromous Fish Conservation Act (16 U.S.C. 757g(d)) is amended by striking out "and" after "1981,", and by inserting immediately before the period the following: ", and not to exceed $1,000,000 for each of the fiscal years ending September 30, 1983, and September 30, 1984". SEC. 15. TECHNICAL AMENDMENTS.

(a) Section 3(27) (16 U.S.C. 1802(27)) is amended to read as follows: "(27) The term Vessel of the United States' means— "(A) any vessel documented under the laws of the United States; "(B) any vessel numbered in accordance with the Federal Boat Safety Act of 1971 (46 U.S.C. 1400 et seq.) and measuring less than 5 net tons; or "(C) any vessel numbered under the Feder£d Boat Safety Act of 1971 (46 U.S.C. 1400 et seq.) and used exclusively for pleasure.". (b) Section 307(2) (16 U.S.C. 1857(2)) is amended— (A) by amending subparagraph (A) to read as follows: "(A) in fishing within the boundaries of any State, except recreational fishing permitted under section 201^);"; and
