CONCURRENT RESOLUTIONS—DEC. 21, 1982

(1) urge the Government of the Soviet Union to accept Ida Nudel's visa application and allow her to emigrate to Israel to join her sister, in accordance with the Final Act of the Conference on Security and Cooperation in Europe, the Universal Declaration of Human Rights, and the International Covenant on Civil and Political Rights; and (2) inform the Government of the Soviet Union that the Government of the United States, in evaluating its relations with other countries, will take into account the extent to which such countries honor their commitments under international law, especially commitments with respect to the protection of human rights. SEC. 2. The Clerk of the House of Representatives shall transmit a copy of this concurrent resolution to the President with the request that the President further transmit such copy to the Ambassador of the Union of Soviet Socialist Republics to the United States. - '•••. That the House of Representatives shall adjourn Monday, December 20, 198% or on Tuesday, December 21, 19o2, pursuant to a motion made by the Minority Leader, or his designee, in accordance with this resolution, and that when it adjourns on said day, it stand acijoumed sine die; and be it further Resolved, That the consent of the House of Representatives is hereby given to an adjournment sine die of the Senate at any time prior to January 3, 1988, when the Senate shall so determine; and that pending such sine die acijoumment, the Senate may a4Joum or recess for such period or periods in excess of three days as it may determine. Resolved by the House of Representatives (the Senate concurring). That the Clerk of the House of Representatives, in enrolling H.R. 5470, shall substitute for paragraph (40) of section 7701(a) of the Internal Revenue Code of 1954 (as added by section 203 of the bill) the following new paragraph: "(40) INDIAN TRIBAL GOVERNMENT.—

"(A) IN GENERAL.—The term Indian tribal government' means the governing body of any tribe, band, community, village, or group of Indians, or (if applicable) Alaska Natives, which is determined by the Secretary, after consultation with the Secretary of the Interior, to exercise governmental functions. "(B) SPECIAL RULE FOR ALASKA NATIVES.—No determination under subparagraph (A) with respect to Alaska Natives shall grant or defer any status or powers other than those enumerated in section 7871. Nothing in the Indian Tribal ^'^'^.^ / Governmental Tax Status Act of 1982, or in the amendTfilOi; ments made thereby, shall validate or invalidate any claim by Alaska Natives of sovereign authority over lands or people."
