97 STAT. 1602 PROCLAMATION 5074—JULY 19, 1983 (ii) Annually. —Annual surveys to obtain from domestic producers data by calendar quarter on profits, orders, and inventories, and annual data on capital expenditures, capacity, and research and development expenditures. The initial surveys shall cover the fourth quarter of 1982 and calendar year 1982, as appropriate, and calendar year 1983, and the results shall be published by March 31, 1984. The results of subsequent surveys shall be published by March 31 of each year thereafter so long as the import restraints in this subpart are in effect. With each annual survey, the USITC shall also report the production, capacity, and capacity utilization, to the extent the information can be obtained, for each country which is a major supplier of imports, and any projected changes in production, capacity, and capacity utilization for those countries.".
