PUBLIC LAW 98-50—JULY 14, 1983 97 STAT. 261 SUSQUEHANNA RIVER BASIN COMMISSION SALARIES AND EXPENSES For expenses necessary to carry out the functions of the United States member of the Susquehanna River Basin Commission, as authorized by law (84 Stat. 1541), $191,000. CONTRIBUTION TO SUSQUEHANNA RIVER BASIN COMMISSION For payment of the United States share of the current expense of the Susquehanna River Basin Commission, as authorized by law (84 Stat. 1530, 1531), $230,000. TENNESSEE VALLEY AUTHORITY TENNESSEE VALLEY AUTHORITY FUND For the purpose of carrying out the provisions of the Tennessee Valley Authority Act of 1933, as amended (16 U.S.C. ch. 12A), 16 USC 831 et including purchase, hire, maintenance, and operation of aircraft, *^^- and purchase and hire of passenger motor vehicles, $125,500,000, to remain available until expended, of which $47,271,000 shall be derived from unobligated balances in the Tennessee Valley Author- ity Fund provided in fiscal year 1983. TITLE V—GENERAL PROVISIONS SEC. 501. No part of any appropriation contained in this Act shall remain available for obligation beyond the current fiscal year unless expressly so provided herein. SEC. 502. None of the funds in this Act shall be used to pay the expenses of, or otherwise compensate, parties intervening in regula- tory or adjudicatory proceedings funded in this Act. SEC. 503. The expenditure of any appropriation under this Act for any consulting service through procurement contract, pursuant to 5 U.S.C. 3109, shall be limited to those contracts where such expendi- tures are a matter of public record and available for public inspec- tion, except where otherwise provided under existing law, or under existing Executive order issued pursuant to existing law. SEC. 504. None of the funds in this Act shall be used to implement, administer, or enforce any regulation which has been disapproved pursuant to a resolution of disapproval duly adopted in accordance with the applicable law of the United States. SEC. 505. None of the funds appropriated in this Act shall be used to implement a program of retention contracts for senior employees of the Tennessee Valley Authority. SEC. 506. Notwithstanding any other provision of this Act or any other provision of law, none of the funds made available under this Act or any other law shall be used for the purposes of conducting any studies relating or leading to the possibility of changing from the currently required "at cost" to a "market rate" or any other
