(2) The table of sections at the beginning of such chapter is amended by inserting after the item relating to section 139b the following new item: "139c. Major defense acquisition programs: independent cost estimates.". (b) Section 139c of title 10, United States Code, as added by subsection (a), shall take effect on October 1, 1983. (c) Not later than May 1, 1984, the Secretary of Defense shall submit a written report to the Committees on Armed Services of the Senate and House of Representatives on the use of independent cost estimates in the planning, programing, budgeting, and selection process for major defense acquisition programs in the Department of Defense. That report shall include an overall assessment of the extent to which such estimates were adopted by the Department in making decisions on the fiscal year 1985 budget and a general explanation of why such estimates might have been modified or rejected. In addition, the Secretary shall include in that report a discussion of current and future initiatives to make greater or more productive use of independent cost estimates in the Department of Defense. (d) It is the sense of the Congress that the Secretary of Defense should ensure that adequate personnel and financial resources are allocated at all levels of the Department of Defense to those organi- zations or offices charged with developing or assessing independent estimates of the costs of major defense acquisition programs. (a) The second sentence of section 2208(d) of title 10, United States Code, is amended to read as follows: "In addition, such amounts may be appropriated for the purpose of providing capital for working-capital funds as have been specifically authorized by law.". (b) The amendment made by subsection (a) shall apply only with respect to appropriations for fiscal years beginning after Septem- ber 30, 1984. Effective date. 10 USC 2208 note. ONE-YEAR EXTENSION OF TEST PROGRAM TO AUTHORIZE PRICE DIFFERENTIALS TO REUEVE ECONOMIC DISLOCATIONS SEC. 1205. (a) Subsection (a) of section 1109 of the Department of Defense Authorization Act, 1983 (10 U.S.C. 2392 note), is amended by striking out "fiscal year 1983" each place it appears and inserting in lieu thereof "fiscal years 1983 and 1984".
