PUBLIC LAW 98-107—OCT. 1, 1983 97 STAT. 735 tion or alcoholic treatment and rehabilitation programs, shall also be applicable to publicly operated community health cen- ters: Provided further, That notwithstanding any other provi- 7 USC 2015 note. sion of this joint resolution, no part of any of the funds appropri- ated or otherwise made available by this or any other Act may be used to implement mandatory monthly reporting-retrospec- tive budgeting for the food stamp program during the first three months of the fiscal year ending September 30, 1984: Provided further, That, hereafter, in order to restore and maintain United States share of world markets and to restore capital of the Corporation for its operations, any restrictions or limitations on the authorities and obligations of the Commodity Credit Corpora- tion to sell in world markets, as provided by its Charter, may be waived or suspended by the Secretary of Agriculture; and Department of Interior and Related Agencies Appropriations Act, 1984 (H.R. 3363), notwithstanding any other provision of Post, p. 919. this joint resolution, except section 102, such sums as may be necessary for programs, projects, or activities provided for in such Act (H.R. 3363), to the extent and in the manner provided for in the conference report and joint explanatory statement of the Committee of Conference filed in the House of Representa- tives, as if such Act had been enacted into law. (c) Pending enactment of the Department of Defense Appropri- ation Act, 1984, such amounts as may be necessary for continuing activities, not otherwise specifically provided for elsewhere in this joint resolution, which were conducted in fiscal year 1983, for which provision was made in the Department of Defense Appropriation Act, 1983, but such activities shall be funded at not to exceed an annual rate for new obligational authority of $247,000,000,000, which is an increase above the current rate, and this level shall be distributed on a pro rata basis to each appropriation account utiliz- ing the fiscal year 1984 amended budget request as the base for such distribution and shall be available under the terms and conditions provided for in the applicable appropriation Acts for fiscal year 1983: Provided, That no appropriation or funds made available or authority granted pursuant to this subsection shall be used to initiate multiyear procurements utilizing advance procurement funding for economic order quantity procurement unless specifically appropriated later: Provided further. That none of the funds appro- priated or made available pursuant to this subsection shall be available for the conversion of any full time positions in support of the Army Reserve, Air Reserve, Army National Guard, and Air National Guard by Active or Reserve Military Personnel, from civilian positions designated "military technicians" to military posi- tions: Provided further. That no appropriation or funds made availa- ble or authority granted pursuant to this subsection shall be used to initiate or resume any project, activity, operation or organization which is defined as any project, subproject, activity, budget activity, program element, and subprogram within a program element, and for investment items is further defined as a P-1 line item in a budget activity within an appropriation account and an R-1 line item which includes a program element and subprogram element within an appropriation account, for which appropriations, funds, or
