LIMITATION ON RAILROAD UNEMPLOYMENT INSURANCE ADMINISTRATION FUND 228a-228r. insurance administration fund, and of this amount $6,659,000 shall be derived from contributions credited to the railroad unemploy- ment insurance account and shall be credited to the railroad unem- ployment insurance administration fund as authorized by section 45 USC 361. ll(a)(iv) of the Railroad Unemployment Insurance Act: Provided, That such portion of the foregoing amount as may be necessary shall be available for the payment of personnel compensation and benefits for not less than 416 full-time-equivalent employees. SOLDIERS' AND AIRMEN'S HOME OPERATION AND MAINTENANCE For maintenance and operation of the United States Soldiers' and Airmen's Home, to be paid from the Soldiers' and Airmen's Home permanent fund, $30,924,000: Provided, "That this appropriation shall not be available for the payment of hospitalization of members of the Home in United States Army hospitals at rates in excess of those prescribed by the Secretary of the Army upon recommenda- tion of the Board of Commissioners and the Surgeon General of the Army. CAPITAL OUTLAY For construction and renovation of the physical plant, to be paid from the Soldiers' and Airmen's Home permanent fund, $4,550,000, to remain available until expended. TITLE V—GENERAL PROVISIONS Consulting SEC. 501. The expenditure of any appropriation under this Act for contracts ^^^ consulting service through procurement contract, pursuant to 5 U.S.C. 3109, shall be limited to those contracts where such expendi- tures are a matter of public record and available for public inspec- tion, except where otherwise provided under existing law, or under existing Executive order issued pursuant to existing law.
