any participating state, the compact shall remain in full force and effect as to the remaining states and in full force and effect as to the state affected as to all severable matters.". SEC. 2. The two members from each State on the advisory council created under article III of the compact shall be selected in accordance with such State's enacting legislation. Approved July 13, 1984.
