(e) Section 413 of title II of the Comprehensive Drug Abuse Prevention and Control Act of 1970, as amended by chapter III of this title, is further amended— (1) by striking out subsection (d); and (2) by redesignating subsections (e), (f), (g), (h), (i), (1), (m), (n), (o), and (p) as subsections (d), (e), (0, (g), (h), (i), (j), (h), (1), (m), (n), and (o) respectively. (f) Section 413(n) of title II of the Comprehensive Drug Abuse Prevention and Control Act of 1970, as amended by chapter III of this title, and as so redesignated by this chapter, is further amended by striking out "for at least seven successive court days". SEC. 2302. Part D of title II of the Comprehensive Drug Abuse Prevention and Control Act of 1970, as amended by chapter III of this title and this chapter, is further amended by adding at the end the following new section:

"SEC. 415. In lieu of a fine otherwise authorized by this part, a defendant who derives profits or other proceeds from an offense may be fined not more than twice the gross profits or other proceeds.'. SEC. 2303. (a) Section 524 of title 28 of the United States Code, as amended by chapter III of this title, is further amended in subsection (c)(l)— (1) by striking out "and" at the end of subparagraph (c); (2) by striking out the period at the end of subparagraph (1) and inserting a semicolon in lieu thereof; and (3) by inserting after subparagraph (D) the following: "(E) for equipping for law enforcement functions of forfeited vessels, vehicles, and aircraft retained as provided by law for official use by the Drug Enforcement Administration or the Immigration and Naturalization Service; and "(F) for purchase of evidence of any violation of the Controlled Substances Act or the Controlled Substances Import and Export Act.". (b) Section 524 of title 28 of the United States Code, as amended by chapter III of this title,, is further amended in subsection (c)— (1) by inserting after paragraph (2) the following new paragraph: "(3) Any amount under subparagraph (F) of subsection (c)(1) of this section shall be paid at the discretion of the Attorney General or his delegate, except that the authority to pay $100,000 or more may be delegated only to the respective head of the agency involved."; and (2) by redesignating paragraphs (3) through (8) as (4) through (9) respectivelv. SEC. 2304. Section 613(a) of the Tariff Act of 1930, as amended by chapter III of this title, is further amended— (1) by striking out "and" at the end of subsection (a)(D; (2) by striking out the period at the end of subsection (a)(2) and inserting a semicolon in lieu thereof; (3) by inserting after paragraph (2) of subsection (a) the following: "(3) for equipping for law enforcement functions of forfeited vessels, vehicles, and aircraft retained as provided by law for official use by the United States Customs Service; and
