'^^ amend the Biomass Energy and Alcohol Fuels Act of 1980 to clarify the intention of section 221 of the Act.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, That (a) the first sentence of section 221 of the Biomass Energy and Alcohol Fuels Act of 1980 is amended by inserting before the period at the end thereof the following: ", except that all conditional commitments for loan guarantees under this subtitle which were in existence on September 30, 1984, are hereby extended through September 30, 1985". (b) Enactment of this Act shall not be interpreted as indicating congressional approval with respect to any pending conditional commitments under this Act. Approved April 16, 1985.
