The most immediate source of this text is most likely:

The editor there cites their source for the text as:

  • Treaties and conventions with or concerning China and Korea, 1894–1904. (1904). Rockhill, William Woodville. p. 53.

Rockhill in turn cites British Parliamentary Blue Book, China No. 1 (1899), and comments that "The English is believed to be an authentic version, but the Russian Government has not made this Agreement public."

In any case, the translation might be an official one by either Russia or China (making it eligible for PD-EdictGov), but it is definitely published no later than 1899.
