Formosa tagged this work as a possible copyvio, then an anonymous editor reverted the tagging as "vandalism". Neither action seems to be adequate to deal with a legitimate question of whether this is a copyvio, so I haven't reverted the reversion. It's clearly not "vandalism" to tag an article as possible-copyvio, especially if the editor who does so routinely raises these questions and makes arguments on the appropriate project pages. On the other hand, the {{copyvio}} template is rather dramatic, hiding the content, and therefore its insistence that there be a discussion about the copyvio claim at WS:COPYVIO should be followed. As of my posting here, it is not, nor did I find it in the subpage Wikisource:Possible copyright violations/Special discussion for pages tagged as PD-manifesto (which is NOT mentioned in the copyvio template). I suggest that, if there is reason to suspect copyvio, that someone start the appropriate discussion in a place advertised in the template used to declare the problem when they tag the work.
