Ilbert, Sir Courtenay Peregrine, C.I.E (1882), C.S.I (1885), K.C.S.I. (1899), G.C.B. (1911); b. 1841; s. of Rev. Peregrine Arthur Ilbert; educ: Marlborough and Balliol College, Oxford; Hertford, Ireland, Craven and Edin Scholar; called to Bar (Lincolns Inn), 1869; Legal Member, Surepme Council, India, 1882-6: introduced what has come to be known as the “Ilbert Bill”, which raised considerable opposition from Anglo-Indians; Vice-Chancellor, Calcutta University, 1885-6; Parliamentary Assistant Counsel and Counsel of the Treasury, 1886-1901; Clerk to the House of Commons, 1901.
