Schwann; educ: University College, London; was Secretary, Treasurer and President of Manchester Liberal Association; President of the Reform Club; President for nine years of National Reform Union; carried Bill for granting votes to Policemen in Municipal and School Board elections; assisted in abolishing paddy-tax in Ceylon; m. Elizabeth, d. of David Duncan of Manchester, 1876; 4 s. one d. Heirs: Charles Duncan, b. 1879. Address: 4, Prince’s Gardens, S.W. Club: Reform, Manchester.
