Bhumibol Adulyadej R
Given on the 1st day of March 2556 BE[1]
Being the 68th year of the present reign
His Majesty King Maha Bhumibol Adulyadej is pleased to give a Great Royal Command that it be announced as follows:
Whereas it is appropriate to have a law for protection of the 16th Meeting of the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora in Thailand and the meetings relating to the 16th Conference of the Parties to the mentioned Convention in Thailand;
This Act contains certain provisions relating to the restriction of personal rights and freedoms, which section 29, in conjunction with sections 32, 34, and 36, of the Constitution of the Kingdom of Thailand permits to be done through the powers under legal provisions;
Therefore, by and with the advice and consent of the National Assembly, He is graciously pleased to enact the following Act:
Section1.This Act is called the Act for Protection of the 16th Meeting of the Conference of the Parties to the Convention on International Trade in Endangered Species of Wild Fauna and Flora in Thailand, 2556 BE.
Section2.This Act shall enter into operation from the day following the day of its publication in the Royal Gazette onwards.
Section3.In this Act—

“Convention” refers to the Convention on International Trade in Endangered Species of Wild Fauna and Flora concluded on 3 March 2516 BE.[2]
Section4.In order for the protection of the Meetings to achieve its purposes, the places where the Meetings are held and the following persons who attend and carry out duties at the mentioned Meetings shall enjoy the privileges and immunities stated in the agreements concluded on 1 February 2556 BE between the Thai Government and the Secretariat of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) in relation to the 16th General Meeting of the Conference of the Parties to the CITES and the 63rd and 64th Meetings of the Standing Committee:

Section5.The Minister of Foreign Affairs and the Minister of National Resources and Environment shall be in charge of the implementation of this Act.

Yingluck Shinawatra
Prime Minister
Note: The grounds for promulgation of this Act are as follows: Because Thailand became a party to the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) on 21 January 2526 BE[3] and there are going to be the 16th Meeting of the Conference of the Parties to this Convention and meetings relating thereto in Thailand, which Thailand will host from 2 March 2556 BE to 14 March 2556 BE, it is appropriate to enable the places for holding the meetings and the persons attending the meetings to enjoy the privileges and immunities stated in the agreements concluded on 1 February 2556 BE between the Thai Government and the CITES Secretariat in relation to the 16th General Meeting of the Conference of the Parties to the CITES and the 63rd and 64th Meetings of the CITES Standing Committee, so that these meetings of the CITES Secretariat achieve its purposes. It is therefore necessary to enact this Act.
