Announcement of the Revolutionary Party
No 3

Whereas the Revolutionary Party finds it appropriate to have the Constitution of the Kingdom of Thailand revised anew in a proper manner; therefore, at this stage, it is ordered as follows:

1.The Amendment to the Constitution of the Kingdom of Thailand, 2475 Buddhist Era, 2495 Buddhist Era, shall be repealed.

2.The House of Representatives, the memberships in the House of Representatives, and the Council of Ministers shall come to an end.

3.All the courts shall remain empowered to try and adjudicate upon cases in accordance with the provisions of law as before in every respect.

4.The Revolutionary Party will take upon itself the burden of governing the Country, for which there will be a Revolutionary Headquarters, with Field Marshal Sarit Thanarat, Head of the Revolutionary Party, as its supreme commander in charge of the situations throughout the Kingdom in the name of all Thai people, until a new Council of Ministers is established.

5.The permanent secretaries to all ministries shall maintain the operation of the activities under their duties, and all the powers which the law provides to be the powers of the ministers shall become the powers of the permanent secretaries. In performing their work, they shall be directly subject to the Head of the Revolutionary Party. As regards any public services which are regular work, the permanent secretaries shall order them to be done in accordance with the regulations and practices used to be observed. As regards the matters which are problematic and obligatory, the permanent secretaries shall, if they are urgent matters, request a ruling from the Head of the Revolutionary Party through the head of a directorate. As for the military service, the request shall be made through the Head of the Military Directorate. As for the civil servant,^[1] it shall be made through the Head of the Civil Directorate.

The Revolutionary Party begs the citizens, its brothers and sisters, to be confident that the Revolutionary Party will act for only one objective, namely, the interest and safety of the Nation. The military and police officers on guard in various spots throughout the Realm have the duties to maintain peace and order and to protect and provide safety to the general public. However, at the same time, those military and police officers on guard have been ordered to carry out suppression vigorously if wrongs or unrest should take place.

The Revolutionary Party will not censor news on newspapers yet. All newspapers may be printed and distributed without having to undergo prior censorship of news, because the Revolutionary Party is confident that all newspapers will cooperate in this revolution by reporting all news and movements according to the truth and in a fair manner and by presenting honest opinions in such a way that would contribute to constructiveness, not destructiveness. Any actions done by newspapers in a manner that gives rise to wrongs, that presents falsehoods to people, or that is unfair, will have to be suppressed by the revolutionary power, which is necessary for maintenance of peace and safety of the Nation. Especially, the newspapers which act as mouthpieces for foreigners, speak or advocate for them, or glorify dangerous doctrines, such as communism, or attempt to stir up disunity in the Nation directly or indirectly or by whatever means, shall suffer rigid suppression.
