Regulations of the Ministry of Finance
on Application by Members of the National People’s Assembly
for Commissions and Other Benefits,
2550 BE

Whereas sections 20, 22, and 23 of the Constitution of the Kingdom of Thailand (Interim), 2549 Buddhist Era, provide for establishment of the National People’s Assembly to carry out the duty of selecting a number of people to be appointed as Members of the Constitution Drafting Assembly;

By virtue of the power under section 21(2) of the Budgeting Procedure Act, 2502 BE, and with the approval of the Council of Ministers, the Ministry of Finance lays down the following Regulations in order for the Members of the National People’s Assembly to apply for commissions and other benefits in a correct manner:

Regulation1.These Regulations are called the Regulations of the Ministry of Finance on Application by Members of the National People’s Assembly for Commissions and Other Benefits , 2550 BE.

Regulation2.These Regulations shall come into operation from the 10th day of December 2549 onwards.

Regulation3.In these Regulations―

“National People’s Assembly” refers to the National People’s Assembly under the Constitution of the Kingdom of Thailand (Interim), 2549 Buddhist Era.

Regulation4.The Members of the National People’s Assembly shall be entitled to commissions for the performance of work until conclusion of their missions, which commissions shall be paid at a flat rate of five thousand baht per capita. But they are not entitled to apply for travel expenses, except for transprovincial travels and necessary overnight stays, in which case the lodging expenses may be applied for at a flat rate of one thousand baht per day and the conveyance expenses may be applied for in accordance with the actual outlays incurred in travelling between the residence and the lodging place. In the event of travelling by air, flight expenses may be applied for at the economy class rate.

The persons serving as the President and Vice Presidents of the National People’s Assembly shall also be entitled to the commissions and other benefits under paragraph 1.

Regulation5.The commissions and other benefits shall be applied for at the Secretariat of the House of People’s Representatives.

Regulation6.In paying the commissions and other benefits as designated by these Regulations, payment evidence shall be generated in accordance with the rules of the public sector for further audit by the State Audit Office.

Regulation7.Where these Regulations fail to designate a procedure for any other action, the rules of the public sector shall be followed mutatis mutandis.

Regulation8.In the event that a problem arises or these Regulations cannot be followed, discussions shall be held or agreements shall be adopted with the Ministry of Finance.

Regulation9.The Permanent Secretary to the Ministry of Finance shall be in charge of the implementation of these Regulations.
