Just before the start of World War II the Leningrad Military District was the smallest, yet most important district due to their role in protecting the capitol, and protecting the heavy military industry in the area around the city. This will show the district's structure just before the start of the war, in 1941. Following general mobilisation of the Red Army that same year, the district was re-titled to become the Northern Front.
