If I'm reading your notes correctly, this translation was published in The Anarchists in the Russian Revolution, by Paul Avrich, and which is under copyright through Cornell Press © 1973. If that is the case, then a third party cannot claim to "release" it into the public domain. Only the copyright holder can do that. --EncycloPetey (talk) 21:52, 28 January 2017 (UTC)

@EncycloPetey: I understand; does that mean that the resolution needs another source or translation? There also this source that was cited in Wikipedia's article about the Kronstadt rebellion--Jamez42 (talk) 21:57, 28 January 2017 (UTC)

There are two ways we could support a translation here: (1) Find a published English translation that is in public domain, use their copy, and cite that source. (2) Find a copy of the original non-English text, support it on the appropriate language Wikisource with a scan, and create an English translation de novo with the assistance of speakers of that language. --EncycloPetey (talk) 22:35, 28 January 2017 (UTC)
