MTA Capital Construction (MTACC)

MTA Capital Construction was formed in July 2003 to manage major capital projects for the Metropolitan Transportation Authority in New York. The company's mission is to manage capital expansion and Downtown Manhattan transit infrastructure projects.

The MTACC became necessary ..."as the Capital Program projects increased in size and complexity and need for inter-agency coordination grew. MTACC serves as the MTA's project management arm for mega-projects, which require an exceptional degree of coordination within and outside MTA. MTACC also serves as the MTA's center of expertise on the most complex and advanced construction techniques, such as tunneling, building undepinning, and secant wall construction." "(R)ecords or portions thereof containing any statistical or factual information, policy, or determinations upon which an agency relies is accessible."

NYS also makes the following definitions:

"Agency" means any state or municipal department, board, bureau, division, commission, committee, public authority, public corporation, council, office or other governmental entity performing a governmental or proprietary function for the state or any one or more municipalities thereof, except the judiciary or the state legislature.
"Record" means any information kept, held, filed, produced or reproduced by, with or for an agency or the state legislature, in any physical form whatsoever including, but not limited to, reports, statements, examinations, memoranda, opinions, folders, files, books, manuals, pamphlets, forms, papers, designs, drawings, maps, photos, letters, microfilms, computer tapes or discs, rules, regulations or codes.

These MTACC records are provided for under the NY state Freedom of Information Law. In making such material available at Wikisource, the intent is to comply with NYS recommended guidelines on the release of such materials:

"All records are available, unless an exception permits an agency to deny access. Most of the exceptions are based upon common sense and the potential for harm that would arise by means of disclosure. If disclosure of records would be damaging to an individual or preclude a government agency from carrying out its duties, it is likely that some aspects of the records may be withheld."

Project Portals

As part of their project implementation, MTACC projects produce project management plans and specialized management sub-plans to mitigate and manage project risk. Several larger grantees are organized in their own portals to present source materials.
