PHIPPS. (Lieutenant, 1846.)

William Hugh Phipps passed his examination 8 Oct. 1844; served as Mate, from 16 Dec. 1845, until promoted to the rank of Lieutenant 9 Nov. 1846, in the Rattler steam-sloop, of 200 horsepower, Capt. Henry Smith (b); became, 81 Dec. following, Additional-Lieutenant of the Caledonia 120, flag-ship of Sir John West at Devonport; and since 12 April, 1847, has been attached, in a similar capacity, to the Collingwood 80, bearing the flag of Sir Geo. Fras. Seymour in the Pacific. While on the books of the Caledonia he was employed in her tender the Avenger steam-frigate of 650 horse-power.
