| See biography. An American financier and government official, Bard was Assistant Secretary of the Navy from 1941 to 1944 and Under Secretary from 1944 to 1945. As a member of the Interim Committee, appointed to advise President Harry S. Truman on the use of the atomic bomb, Bard wrote a short memorandum to Secretary of War Henry L.
