Amends Executive Order 89, May 6, 1896. Addressed "To the People of the United States".
Amendment to Rule VIII.

Rule VIII is hereby amended by inserting after section 5 the following as section 6 and by renumbering accordingly the section now numbered 6 and succeeding sections:

  1. Certifications for appointment to clerical positions and to positions in any of the recognized trades in the Government Printing Office shall be so made as to maintain, as nearly as the conditions of good administration will warrant, the apportionment of such appointments among the several States and Territories and the District of Columbia upon the basis of population, according to the number of employees provided by law for that office who are affected by the provisions of this section.
